Hospice Agencies Encouraged to Comment
The Medicare Payment Advisory Commission (MedPAC), recently submitted their comments to CMS on the Fiscal Year (FY) 2016 Hospice Proposed Rule. MedPAC agreed with most of CMS’ recommendations in the proposed rule and asked CMS for clarification on several items.
HEALTHCAREfirst recommends all agencies take the opportunity to comment on the proposed rule. Feedback is extremely valuable and helps shape final regulations. Two of the more popular ways to submit comments are:
- Electronically at http://www.regulations.gov. Follow the instructions under the “More Search Options“ tab.
- By regular mail using the following address: Centers for Medicare & Medicaid Services, Department of Health and Human Services, Attention: CMS-1629-P, Mail Stop C4-26-05, 7500 Security Blvd, Baltimore, MD 21244-1850.
When commenting, providers should refer refer to file code CMS-1629-P and to be assured consideration, comments must be received no later than 5 p.m. on June 29, 2015.
HEALTHCAREfirst recently submitted comments on the Hospice Proposed Rule, some of which included:
- Clarification regarding the new dual Routine Homecare rates (1-60, 61+) and the SIA. HEALTHCAREfirst asked CMS to clarify if the rates would only apply starting with new hospice patients admissions 10/1/2015 and after or if they would apply to all admissions (existing and new) as of 10/1/2015.
- Clarification regarding “Diagnosis Reporting on Hospice Claims.” HEALTHCAREfirst asked if an update to the 837 file format would take place to allow hospice diagnosis included on claims, to be identified as Unrelated or Related, or if CMS would create a modifier to differentiate between the two.
