On January 23, 2018, President Trump signed into law the Recognize, Assist, Include, Support and Engage Family Caregivers Act, also known as the RAISE Family Caregivers Act. This law directs the Secretary of the Department of Health and Human Services (HHS) to develop and maintain a national strategy to recognize and support the more than 40 million family caregivers in the US. It also creates an advisory body that brings together stakeholders from private and public sectors to make recommendations regarding this strategy.
The goals of the RAISE Family Caregivers Act include identifying ways the government, communities, healthcare providers, employers, and others can support family caregivers, including:
- Promoting greater adoption of patient & family-centered care in healthcare settings
- Family caregiver training related to hospice and palliative care
- Respite choices for family caregivers
- Ways to improve financial security for family caregivers
- Workplace policies to enable family caregivers to continue working
- Gathering and sharing of information about innovative family caregiving models
- Examining federal programs related to family caregiving
- Addressing gaps in meeting the needs of a diverse caregiving population
The HHS will have 18 months to develop its strategy, with annual updates to follow.
Receiving support from NAHC, AARP, and Autism Speaks, the RAISE Family Caregivers Act will ensure strategies are developed and implemented to support family caregivers. According to Family Caregiving and Out-of-Pocket Costs: 2016 Report, more than 40 million family caregivers provided 37 billion hours of unpaid support to parents, spouses, partners, and adult loved ones. The estimated value of this uncompensated care surpassed $449 billion in a single year.
